I agree. However, my understanding of recent threads is that a
package *must* be a compile-time dependency to list it is a
dependency. Else, it is listed in the configuration section, or
some other appropriate place.

Take Docbook-Utils, for example. The jw script (which is called
by every one of the Docbook-Utils utilities) will bomb out unless
which is installed, however, it was deemed that it should not be
listed as a required dependency.
