Concerning packages in /opt, FHS says:  "Host-specific configuration
files must be installed in /etc/opt."

I don't personally like this, but will explain to the user what FHS says
and how to make it compliant.  I intend to leave the default method
alone--editor's opinion.

I'll definately change the /usr method so the config files go in
/etc/kde<version> and mention the possibility of a symlink to /opt/kde.
