I agree with Bruce.

And there are other possibilities: reinstall a package to get it working
with another one just added, new hardware added, a bug has just been
discovered... Fact is: packages need sometimes to be reinstalled or
updated. And it is not fair to ask a user to reinstall the whole system.

I tested, without n, a new link is added in the ../cups/doc directory.
