But it is a dependency, nonetheless. That's why it's optional.

Useless one in my opinion, so not worth mentioning in the context of
libepoxy.

Using the same logic, why bother mentioning python3 on the xcb-proto
page when 3 pages later you are required to build python2?

Probably because one can still choose not to install python2 while building xcb-proto. Also, technically, working xorg environment can be built without python2 if GL is not desired.
