[blfs-dev] Ticket spam

Well now we have spam in BLFS tickets.  I've deleted (not closed) the 
ticket and removed permissions for general users to raise tickets.  If 
someone needs permissions to create and append to tickets, then they 
need to ask me and I will give the permissions but we can no longer  let 
just anyone register and create a ticket.

This will not affect most current devs, but if you run into a problem, 
let me know.
