Ken, I had a similar problem, think it was with LFS-7.1, running LXDE.

Info below is from memory, so, may be not 100% accurate.

Started from text console, runlevel 3:

ck-launch-session dbus-launch --exit-with-session startlxde

For some reason, panel started showing the US keyboard (US flag). After
started a terminal, any keystroke changed to the wanted BR keyboard/flag.

Don't know how I solved it, but my question is if you have a similar
behaviour from startx.
