Well, it should be compatible with other init systems as well (runit for
example), or rather completely independent on the init system. It's a
standalone daemon, which is started by dbus on demand, and which only depends
on some almost standard configuration files.

How about ulocaled then, with the u standing for unix. llocaled would be another idea, l for linux.

Or nlocaled.  Not systemd-localed.
