Well, maybe this isn't of interest to anybody here.  The issue appears to
be that from ntp-4.2.8p9 the newer OpenSSL-1.1 APIs are used by default but
with backwards compatibility with the old versions.  LibreSSL needs a patch
to force the use of the older APIs.
