UPDATE (if anybody is interested) - a better solution for use with LibreSSL
is the OpenNTPD Portable release found here
http://www.openntpd.org/portable.html, with the github development tree
here https://github.com/openntpd-portable/openntpd-portable.

I can confirm that the latest release version, openntpd-6.0p1, builds well
with my version of LibreSSL, which is 2.5.0.  I haven't tried later
versions of LibreSSL but there shouldn't be a problem; the same development
team is involved.
