Is it safe to run this in read only mode?

  Hi Samuel,
  Give this a try:
  1. From My Computer, select the drive that you wish to defrag.
  2. press alt + enter, to open the properties of that drive.
  3. When this dialogue opens, you will be on the general tab, so shift tab
once, and then right arrow once.
  4. This will place you on the tools tab, then tab once, to the check now
  button, and spacebar it.
  5. When this opens, you will hear, start button, so tab until you come to
  the checkbox
that says, automatically fix file system errors, and spacebar to check it.
  6. Tab to the start button, and spacebar it.
Note: if you are wishing to check the disk containing your operating system,
you will need to say yes to the dialogue that pops up, and then re-boot your
  computer.
Depending on many different factors, it may take some time to finish the
  disk check,
and during this time you will not be able to access your computer.
When the disk check is complete, Windows will load normally.
Once this is done, then try the defrag again.

Subject: [Blind-Computing] Problem opening disk defragmenter

When I open disk defragmenter the message is shown:
mmc.exe - Unable To Locate Component
This application has failed to start because MFC42u.DLL was not found.
Re-installing the application may fix this problem.
  OK
So How could I get the file? Or is the program available on the net? Please
  tell me.
  Thanks
  Samuel.
