Yep, Talking Desktop Clock 1.0 is free and as far as I'm concerned, is superior to APH Clock. It has a JAWS-friendly user interface that allows you to adjust the voice and chime settings. You can choose from a variety of different voices and chime sounds and adjust the speech rate and volume. You can set the clock to announce the time at hourly, half-hourly and/or quarter-hourly intervals. Unlike APH Clock, it chimes only once at the top of the hour, which for me is a plus. And you can specify starting and ending times for the time announcements, so you can suppress them during certain hours, like, say themiddle of the night when you're asleep. Unfortunately, it has no alarm function. You can download it at:

Wow, I guess I was wrong too. My copy of APH Talking Clock is also an hour behind. It must have its own clock which is not synchronized with the system
clock. I have another similar program called Talking Desktop Clock which
did adjust automatically to Daylight Savings Time. I would assume that APH
Talking Clock has an internal calendar that is set to adjust the clock to
DST the first weekend in April, the original changeover date for DST which
was in effect when the program was released. Obviously, it has not been
updated since then. So wait a few weeks and the program will probably
correct itself to DST. If you can't wait, either contact APH or use Talking Desktop Clock instead, which I prefer because it has adjustable settings for
 the voice and chime sound.
