you should be able to get ServicePack3 through the MicrosoftWindowsUpdate.
you can get a download if you wish to do it that way.
however, through Microsoft, you will only get the files required for your
computer.
I did try the web site, I had no trouble accessing the page.

I already went to that site earlier today. Do I have to install service
pack three in order to use it? I even wrote to the support team for web IE
and haven't gotten an answer yet.
