Can either of these programs throttle the CPU if the temperature gets too
high?

It's probably also a good idea to monitor your PC's internal temperature
with an accessible free program like Core Temp or Speed Fan, which
displays the CPU temperature in the System Tray. You can't always tell
when your PC is running dangerously hot just by the sound of its fan.

Keep It Cool
Computers generate quite a bit of internal heat, especially if they are
running video or audio applications or multiple programs simultaneously.
Excess heat over prolonged periods of time can damage components and
connections, not to mention affect performance. All computers are
equipped with fans that dissipate the heat, but sometimes they can't keep
up, especially if the vents are blocked or occluded by dirt and dust. In
addition to keeping the vents clear, you can keep your computer cool and
healthy by keeping the room temperature lower and making sure air can
circulate around your computer.
