Okay, let's try this again.  I either need more coffee or to hit the hay.

To turn sounds on, do the following:

Click on the tools menu in IE.
Arrow up once to find the internet options dialog, and click to open it.
Press shift+tab once to get to the tab control of this dialog box.
Press right arrow until you get to the advanced options.
You will see an accelerated graphics option, which you can ignore.
Arrow down to the accessibility tree view.
Item 4 is "play system sounds".
Check this by pressing enter.
Respond "OK" until you leave this dialog box.
