I do already have a fax-to-email account, for free, from
interactiveTelephony.co.za, but, would just prefer to be able to send a fax
from my own side, for free, or using my own telephone line, but without
using a standard fax machine, all-in-one printer type unit, etc.

In SA, the atlantic service provider, offers a fax via email service, via
which you could send a fax as email, then to be converted by the service
to send as fax to the intended fax number.
Via the same ISP and using the same fax number, you can for free receive
faxes as emails, provided in tif attachments.
For the fax sending service, there's a set fee of something like R30 per
month and then you pay per page additionally.

Is there some relatively simple, free fax software that will let you send
faxes from your PC using something like a modem, or mobile phone attached
via USB cable, that then shows up as possible modem..?
Would specifically want to send things like PDF files, scanned images etc.
as part of fax message, but don't want to have to rely on any specific
hardware, like an old HP officeJet, etc., and unfortunately, something
like
windows fax, in windows7 doesn't seem to want to cooperate as such...?
