Apparently, you do not have administrative privilages on that computer you
are using. If this is a computer in an organization then users are
restricted due to some IT policies.

If it is your home computer then the username or account you are logging in
with is not an administrative account. This can be changed as follows:

The below instructions are for windows xp.

Click on start, Settings, Control Panel.

In the control panel window, go to user accounts and hit enter to open a new
window.
In the new window under the heading, Pick a task...
Click enter on the option:
Change an account

On the next window, hit enter on the account you want to change, for example
my windows account is Mujtaba.

On the next window, under the heading: What do you want to change about your
account? Hit enter on Change my account type.

On the next window you will get radio buttons and you need to select the one
that says Computer administrator.

Once you are done doing this, tab to the button change account type and hit
enter to accept changes to the account.

Close all windows and restart your computer, relogin to that account and
then check if there is any change.

                good morning all;

well, a little more information regarding my wife's vista machine and
internet explorer 9.

 

 

it seems, if I just press the icon on the desktop, IE takes forever to load
a page,

example;

google.com

 

however,

if I take the following steps,

 

1, desktop,

highlight internet explorer,

 

2, press applications key,

press the letter "a"=run as administrator 

 

3, either tab to continue, or alt+c for the user account control,

the page loads in seconds.

does anyone have any ideas on what to do?

I did a restore,

I've uninstalled, reinstalled, IE,

I did a system check for errors,

virus and malware checks,

used the microsoft fixit tool,

still no result.

I'm totally stumped.
