Control-enter will also open another window but, I believe it doesn't invoke another instance of i-e.
For example, most mornings I like to look at the New York Times. When I see an article I would like to look at I press control-enter. I could just as easily press shift-enter. Either way, the article appears in another window. When I'm finished with the article all I have to do is close that window and, voilah, I'm back in the original window where I keep perusing for another article. Hope this helps. I specifically use it when I want the original page to stay in background, for later reference, etc., so, while links don't really require it, but, it has it's uses - and for example, shift + mouse click on a link will also do the same thing in general.
