its in the updates sub section look for a (I think its a ) button and enter on it that should put you in the correct window.

Once the control panel window is open, use shift tab to move to the link that says Turn Windows features on or off and hit enter on it. In the list of programs you will find internet explorer which ever version, if you check the box and tab to the OK button, it will disable this feature. It's not exactly uninstalling the program but disabling the windows feature. Now you can go ahead and install the new version of IE. But to my knowledge you can directly upgrade IE by downloading the latest version and launching the setup file to the windows installer.
