First lets make sure that your engine is not seazed up.  pull off the spark
plug wire and move it out of the way so that it can not fire.  Get your hand
under the mower and turn the blade both ways. if it does not turn you may
have run it out of oil. at that point if this is an old mower and you feel
it is not worth putting much money into you could try just filling the oil
and putting a couple of drops in through the spark plug hole. and if you can
break it loose you can work the blade bak and forth to get the oil
disbursed. then if that works I would pull it over sevrel times with the
spark plug out to make sure it is well lubricated.
This is a bit non convensional but I just did this with a rider and it works
fine now.

If however you find that you can turn the blade one way but not the other
then your problem is in the recoil. iether the spring is broken or the rope
is bound up inside.
The spool that the rope winds around is nost likely plastic and they are
prone to brake.
If you are mechanicaly inclined and it is the recoil  then you can take off
the shroud, which is that whole top cover that holds the pull cord. there
will be 3 or 4 small bolts aroun the sides down low at each corner.
If it is the recoil you will need to bring the shroud in and they can get
you the replacement parts. Make darned sure you have all the numbers off the
machine. The small engine industry is number happy. If you dont have numbers
you can't get any thing.
repairing   those things is very tricky. If you are quite handy and you like
a chalenge you could get the parts and fix it yor self.
on the other hand a good local handy shop shouldn't charge you much to do
that repair

Oh ya  I almost forgot lets not over look the most obvious. Yes you pulled
out the grass but you should get back under there and take a real close look
on top of the blade in the center where it attaches to the engine to make
sure that you did not get a rope or string or wire some how wrapped around
there.
