Better yet - leave the burnt out bulb in the socket and unplug the lamp (if applicable). And of course, for outlets, to protect those little darlings, insert the plastic child-proof outlet covers.

Of Course, there is nothing to stop our "what will happen if?" budding inventor from turning the switch to "on", but you, the responsible adult, has done his/her best. Probably better than relying on the "off" position of the switch to protect children, is a plug guard, which is a simulated plug that fits very tightly into an unused socket.
