Hi,

You may not need to sand much at all. Usually they like a wash with a mild 
detergent to lift dirt and stains then rinse well. You might like a light 
sanding to knock off any sharp splinters or raised grain but be careful with 
a belt sander, they take off quite a bit even with a very fine belt.If you 
can, take a stiff brush and work away anything between the deck boards and 
where they cross the joists and work around the bottoms and under side of 
rails and balusters.

Personally I like oil based preservers and protectors. They take longer to 
dry but in that, the oils tend to get into small cracks and carry the 
preservative with them.

On a small area like that I would consider getting right down with a brush 
or rag or one of those push style pile brushes and push the finish over each 
board in turn and get what I can in between the deck boards.

You will get many opinions on this and they will all do fine I am sure.
