You could use a water level which is a long tube filled with water and a 
sensor at one end, mine beeps when the water is level.  You hold or tack 
the sensor end at the height you want to level to.  You then take the free 
end of the tube, walk it over to the other fence post, and move it up and 
down until the sensor starts beeping.  Where that water line is, you are 
level.  OK, I didn't due this as it required vision, so Teresa did it for 
me.

If the fence posts aren't too far apart, you could tack one end of a long 
board to one post at the proper height, then put an audible level on the 
board and swing the free end up and down against the next post until the 
level beeps.  Then mark or clamp and you are good to go.
