Hi all,

 

I think the paint you're talking about is called DuroExtend.  I'm not sure
if that's the correct spelling, though.  I used it to paint an old rusty
mailbox at my previous house and it worked great.  After painting the
mailbox with DuroExtend, I painted it with a couple of coats of outdoor
paint and, as far as I know, the mailbox is still in front of the house.

I can not remember the name of the product. Years ago when we had a boat The

trailer was very rusty. We used a wire brush and painted with this chemical 
that bonded with the rust making a nice black paintable surface. Maybe if 
you would ask at some of the home improvement stores they would carry the 
product. I will look around to see if I can locate it.
