I better at least do the suggested color banding, and wait till network
gets to quiescence between phases.

Currently there is a 5 second delay between download and start of upload,
however it is just automatic, it does not wait for the latency to drop back
and everything to drain. However even if the upload starts off with issues
from the download, it does not change the speed result.
But since we don't want to see any download bloat being tagged as upload
bloat, then it isn't ideal as it stands.

I can also extend the upload phase as incoming bandwidth is free.

Another enhancement coming will be the ability to select the congestion
choice on the server side. This will be reserved just for advanced users
but it would be neat to play with.
