You can use group policies on standalone clients, however the Local Group 
Policy Editor is not available on the Windows Home editions (neither is domain 
membership AFAIK), and so many people resort to applying the changes they 
require directly to the registry.

There are also tools like Policy Plus that allows you to edit local GPOs 
regardless of which edition of Windows you are running , but I haven't tried it
