If the current set of configuration options are enough to achieve the aim then we can update the base.ini to include this. I suspect that it will take more work to achieve this.

I would be happy to see this ticket split into global and user preferences.

Probably the notification system wants re-working to expose notification
settings to users instead of them being globally enforced. Something like
(but probably not as complex as) what Bugzilla does:

Trying to make the defaults perfect for everybody is an exercise in
futility. And whatever you do, you'll only hear complaints from the
vocal minority. :)
