Otherwise, there is big chance of changes in already translated modules.
That does not mean, that localization infrastructure should not be prepared.
From my side, I could contribute Russian translations.

Yes, I think this is a very good assessment of the situation. We
shouldn't need to rush into work along these lines, particularly when
there is so much other work to be done.
