Hi Mark,
did you try to login shortly after settting up the new user?
If so, try this:
/etc/rc.d/init.d/sendmail restart
/etc/rc.d/init.d/dovecot restart
or:
/home/solarspeed/av-spam/bin/restart_services.pl
This is to restart all the relevat services in the right order.
