Is the interest in general themes (plain html/css/images) or in a theme for a specific framework (Wordpress, Drupal, etc.)?
How involved would a theme need to be? Just a default set of fonts, colors, and a single wireframe type page -- or a series of pages with a home page, blog page, forms, etc., and matching theme-able navigation?
