I'll change this from "Voters are given as many votes to cast as there are 
positions to fill" to "Voters may cast up to as many votes as there are 
positions to fill".  I'll circulate another draft later today after waiting to 
see if there are any other clarifications that people want to add.

It is not clear if a voter must cast all 7 votes or only as many as they want 
to cast. ie, can they just vote for 5 candidates?

A draft documenting the procedures we agreed to and handling corner cases such 
as ties is enclosed.  It also includes the language about a nominating 
committee that was previously circulated and generated no opposition (and which 
is inoperative in this election because we selected no nominating committee).
