Did you configure & make BOINC? I think the Python path file
(boinc_path_config.py) is generated at that point. Mine looks like this:

import sys, os

TOP_BUILD_DIR = "/home/jeremy/src/boinc"
sys.path.insert(0, os.path.join(TOP_BUILD_DIR, 'py'))
