It is possible to make a horizontal dropdown menu plugin. I personally don't like drop down menus, as i find them sometimes difficult to navigate, irritating as they obscure the page below, often breaking apart when the general font size is changed, and totally useless if javaxcript is turned off or not available. So i stay away from these and are not motivated to create a plugin, sorry!.
