I'm quite sure this is the problem--though I don't know how to reset the server settings. My text editor does not understand utf-8, and I see the same thing in my source that you are seeing in your page. So the browser is clearly thinking you are using ISO 8859. Try talking with your web hosting people to see if there is anything they can do.
