Actually as I understand it the covers are removed by the bookseller who
sends them back to the publisher to get re-imbursed for the unsold books
(I guess to save postage costs)  That's why the books are supposed to be
destroyed.  The writer and the publisher receive no royalties for books
which aren't sold and the bookseller is saying these books can't be
sold.  That's why you shouldn't buy a book without it's cover since
effectively the writer was cheated out of money that was very hard
earned.
 
If anyone knows different please correct me.

IMHO, anybody who mutilates books like this should be publicly 
horse-whipped, then dumped in salt water, then forced to watch every
