The argument is that people given some
powerful tool will, by default, use that
tool for their own benifit, and at anyone's
expense.

Hobbes said that the only way to maintain
a civilization was to have a government 
powerful enough that they can completely
quash any kind of lawbreaking. If there 
is not enough law enforcement to catch
criminals, and the punishments are not severe 
enough, then people will break down into 
chaos.
