Follow the above as it would appear that ftp.perl.org isn't valid. I use
ftp.cpan.org. You can also choose another from http://mirror.cpan.org/ and 
http://www.cpan.org/authors/id/H/HF/HFB/ has a 'grokcpan.pdf' that covers
some of the more esoteric configuration for CPAN.pm.
