The first two would be the job of a graphic designer or artist. The first is concept development, and the second is the deliverable content, but any graphic designer should be able to do both. You should look for one with experience in graphic design for the web, as it is still a relatively new field; older graphic designers may work primarily with print (ads, magazines, etc.). Key words to search for include "photoshop" and any other graphics tool you might prefer. Identity design, such as for corporate branding, logos, etc., is its own subspeciality though. This would be a subspeciality: a Flash developer. Depending on their experience, they may work more on the programmatic aspects of Flash rather than the graphical concept. Flash is a proprietary technology, so expect to spend more on it. Saying you want "colors, schemes, graphic shapes, font styles, etc." is likely to sound very vague to a designer. What colors do you want? Etc. What overall look do you want? What message do you want to convey? Be prepared for a ton of questions.
