So its a matter of common sense if you ask me.

1) Legislators (law makers, judges, etc) don't/won't/can't understand technology the way a "geek" would
2) Do you think that "geek" made modifications to continue doing their dirt
3) How productive is this tool bar

I'd trash it. If you'd like to, make a policy against it because of factual information (as linked to).
