You can see how it makes sense from the Legal stand point. They try to
apply physical world laws to virtual worlds. Sometimes this works
sometimes not. I guess an analogy in this case could be like walking
into a car park of stolen cars, all with the keys still in (or the
ignition barrels hanging out). Surely its OK as long as its a public
car park to be there, but entering or moving any of the cars would be
an offence.

Seems daft to us techies, but the logic is there. I believe that in a
court of law, as long as it was for research then you would be OK -
but researchers probably shouldn't be "doing" anything in bot nets,
just looking?
