Another point brought up was that, legally, it didn't matter if you were
doing research.

Again, I point to the different stance between a lawyer and the SS.
Lawyer claims it's illegal, SS claims it's not.  This is probably more
due to resources than anything.  LE can't arrest half of the "real"
criminals, so why would they even bother with a "research" criminal?
But of course, they could.  round and round...
