Thank you to whoever revised the policy statement.  I think part of the difficulty addressing this issue is the lack of clarity of HSA’s role in public policy development.  This position statement is probably the first time that HSA has had to deal with a delicate public policy issue and clarifies, for me anyway, what the focus of HSA should be, which is a united voice of human service agencies, not a voice of any individual group.  Thus, any position statement on a particular issue, as opposed to a policy statement on a topic (such as homelessness, health care, etc) should be broadly stated, and reflect the impact on the group, not on any individual agency.  I also think that the participants in the group, when voting on position statements should be empowered to vote their conscience without their respective board’s approval, as the position statement is one of the HSA, not of any particular agency.  It is then incumbent upon each individual agency to develop position statements relevant to their own individual mission and area of interest, rather than to approve or sign off on a statement intended to reflect the impact on a broad coalition of human service providers.  What do you all think?
