Hi, I believe this is because Humanware themselves wrote the bluetooth code 
as Windows CE 4.2 either didn't offer it at all or offered it in such a bad 
way that Humanware had no choice but to write it themselves.

I spoke to a tech person at Humanware a few days ago about my difficulty in
connecting bluetooth via ActiveSync. I was able to connect the first time I
set up the bluetooth. But I hasn't been successful during subsequent times
after that. The tech person said it is probably best to use USB for
ActiveSync for a solid connection. I thought to myself, "Then why do you
offer bluetooth as a service to BrailleNote when it's not even reliable?" My
laptop and my cellphone connect with each other automatically without any
effort.

I would love to hear about some of you who have success connecting with
bluetooth.
