Sort of. Here is what you would do:
1. Open the file on a pc and look at the names of the columns. Make a
database on the Apex with fields for the columns you will want
imported (a keybase "field" is the same as an Excel "column", and a
keybase "record" is the same as an Excel "row").

2. Once your database is set up, save the Excel file as a csv file on
the pc, making sure to select the option about putting column names
in.

3. On the bn, open the database you created, then select import.
Navigate to the csv file and press enter, matching fields manually if
necessary. Once done, the records will be imported and you can manage
the database like you normally would, except now the database contains
the information in the Excel file.

You can also save the file to Word as a table, or to  a webpage, and
open it that way, but neither of these will let you manipulate the
data. You can save it as a text file, I think,but I do not think there
is a way of using a template when saving it from Excel.
