To get around the problem Paul described, PDI could require a person to send in their original unit before they send out a loaner. PDI would then keep a person's original VN/BN as collateral until the loaner is returned. If someone fails to return a loaned unit, PDI could deduct the cost of the replacement unit from their credit card.
