In the BN unicode tables, the "umlaut" characters are referred to as 
"diaeresis" characters.  The "a diaeresis", meaning the lower-case character, 
is ASCII 228 and in the Latin 1 Supplement table.  It is currently unassigned a 
key combination, so you could create your own, or enter it in the usual way you 
would enter a unicode character.
