Well, Laura has answered your first question I see.

However, regarding your clock, the time zone setting is not related to the
12/24 hour setting and shouldn't dictate how you hear the time.  I'm not
personally aware of any issue with these two settings and all I can think of
is that your TZI file in the dictionaries folder is somehow not storing your
information correctly or the Windows registry may have been corrupted.

A 456/jkl reset should fix any time and time zone issues you are
experiencing.
