I think what would be even more illuminating about this attack is the nature of the gas. Its quite possible that it may have been a *new* non-lethal suppressive gas that had unforseen serious side-effects. Has this gas been used since? Has any report been done on the use of this gas? What kind of gas was it, exactly?

Its easy to look at the evidence and point fingers at Israel as being less than restrained against the Palestinians (but then, the Palestinians don't seem too restrained or interested in entering into some sort of dialogue, as has been proven on this list previously), but to make accusations without ALL of the facts is, in fact, irresponsible.
