Maybe they are waiting for the plan to come out in February before
commenting in too much detail?

The plan people are guessing will come out limits contributions to $1000
per year, so that would clip the top end of your estimate somewhat.

Another possible way to address it (as suggested in Kotlikoff's PSS
plan) is to have the government match contributions of lower income
contributors on a progressive scale (which might be chosen to mirror the
current SS progression at the low end)
