Thanks for the replies,

This appears to be a standard policy of the council for all
council grounds in oxford.  I believe that the 'standard'
sports (football, cricket) have a general insurance which
covers this bill which they hold as a standard policy for
the season.  Unfortunately we're limited in oxford with most
grounds being held by territorial university college
groundsmen, who are reluctant to allow their life's work on
maintaining the ground go for a event external to their
college.  Which doesn't leave much apart from the council
grounds.

I'd be suprised to hear that this was something that only 
oxford city council did.  

Unfortunately this issue has come up to late in the day to
move the event!!
