Perhaps the general point is that "the Tour" cannot be everything to all people, and problems will arise if we try to make it that.
A top team may argue that as the Tour is the culmination of months of gym workouts, track sessions, club training, etc they do not want to spend too much time providing opportunities for lower ranked teams to see up close and personal why they do all those things. They would rather play teams that already know. Hint: It is related to the outcome of the game.
